The Legislature sent its first bill of the year to Gov. Rick Scott Wednesday, when the House joined the Senate in passing the hotly contested SB 736, a measure basing teacher pay on performance and assessments instead of seniority and tenure.

Flanked by legislative leaders at a press conference after the vote was taken, Scott praised the passage of the bill. “This will help attract and retain the best teachers,” said Scott, adding that it was part of his plan to increase jobs in the Sunshine State.

While prominent Democrats like Senate Minority Leader Al Lawson of Tallahassee and Rep. Yolly Roberson of North Miami Beach have endorsed Gov. Charlie Crist, who is running without party affiliation for the U.S. Senate, the governor still has a few friends left in the Republican ranks.

Private property insurers might as well abandon their slim hopes for permission from the state to raise their rates, at least for the remainder of this legislative session.

A Senate challenge to Gov. Charlie Crist’s vow to defeat any measure to raise residential property insurance rates was halted by its sponsor Tuesday.

The House sprinted toward the end of the legislative session Wednesday, tackling almost 120 legislative items in an lengthy meeting that extended through most of the day.

The House will be set to vote on the budget after 2:59 p.m. Friday in accordance with the mandate that there need to be at least 72 hours between the publication of the budget and the final vote on it.

With more than 70 bills on the calendar when it convened, the House kicked off the last week of the legislative session by meeting all day Monday and focused on redistricting measures that Floridians will vote on in November.

The House voted to add a new constitutional amendment measure on redistricting, joining two other measures already on the ballot. Introduced by Rep. Dorothy Hukill, R-Port Orange, the amendment would have the state follow existing federal guidelines when creating new congressional and legislative districts. The measure passed on a 74-42 vote.

With two weeks left in the legislative session, the House held a lengthy meeting Tuesday, passing a large number of bills and paving the way to pass even more later in the week. While most of the measures passed with little, if any, opposition, attempts to reform hate crime laws and a proposal to reform property insurance rates prompted debate and pointed questions.

The House debated a measure adding homeless people to the Florida hate crime statues. The measure passed 80-28.
