Republican U.S. Senate candidate Marco Rubio floated the creation of a "Gulf Empowerment Zone" Monday while dismissing Gov. Charlie Crist's cleanup efforts as a "photo op."

"The economic impact of this spill is as big as the environmental impact," Rubio said during a teleconference in which he hammered both the Obama administration and Crist, his chief rival in this fall's U.S. Senate race.

When Charlie Crist appeared on a Pensacola beach with President Barack Obama last month, there was no hug. Yet the widely publicized photo op didn't mean Floridians were embracing their "independent" governor, either.

Conventional wisdom in the media suggests that Crist has raised his profile, and his popularity, amid the oily mess spewing in the Gulf. Recent polls showing him retaking the lead in the U.S. Senate race point to the governor's role in protecting Florida's shores. A cartoon in the Miami Herald even showed him walking on water while a marooned Marco Rubio looks on.

Health care continued to dominate the Florida Legislature Wednesday -- this time with nurse practitioners demanding to be able to write prescriptions.

More than 300 nurse practitioners rallied at the Capitol to lobby for legislation that would allow them to prescribe medicines. Florida and Alabama are the only two states in the nation that don't allow nurse practitioners to prescribe controlled medicine.

Bills in the House and Senate would change the law. But, neither has much of a chance of passing during the session.
