No but the President did pre-declare a State of Emergency in several states which allowed their respective governors D and R alike to take important steps to prepare for Sandy and her aftermath. Mr Romney on the other hand would like to have privatized FEMA and divided it into 50 parts diluting its effectiveness to respond in a crisis.
